In 1956, Rolls-Royce designed the Phantom IV specifically for the British Royal family and the heads of state. Then Rolls-Royce stopped the production after only 18 units were manufactured. To make up for the lack of Phantom series in the product line, three years later, Rolls-Royce launched the flagship model Phantom V based on the transformation of Silver Cloud II. In order to achieve better sales, the positioning of Phantom V is no longer only for the Royal family and the head of state. Those rich and famous celebrities who appreciate the noble and elegant temperament of Rolls-Royce can also buy it. However, even if the market positioning is adjusted, the total output of Phantom V is only 516 units. Many Rolls-Royce collectors also regard Phantom V as the original Phantom series of the last generation.

Phantom V is favored by politicians in various countries. Queen Elizabeth II used the Phantom V with two national flags as the official car. The Hong Kong government also used a Phantom V as a special guest reception car until the return of Hong Kong on July 1, 1997. The car was brought back to the country by the Royal Navy.
